I don't know the facts for sure on this so if I'm wrong somebody please correct me.
I thought Powell thought he was telling the truth and that's why he is so pissed and screamed from the rooftops that he was manipulated into lying. In spite of that though, there was a 97% chance he was going to endorse Obama.
