Cob led still gives a very weak light when timer is off. Nornal?

Hi guys,

I have two analog cata timers and I just realized my cob led gives a very weak light even the timers went off. The light is really tiny, is that normal? Bad for flowering? My lux meter shows zero when it put at the distance of tops but it shows light (just a few lux) when i put it just under the led.
