Closest grow, not sure if its ready to flower. With pics

I'm using 250 watt hph 18/6 with fan
It is 66 days old still in veg haven't switched to the 450 hps

I want to know if it looks like its ready or really should go longer
in my opinion it's a little small I topped it early and maybe had it to close to the light at one stage

It is afghan kush special from world of seeds.
How much should I expect it to stretch and grow. It's roughly 15 inches

How many inches is that light away from your plant? So you're using a 250W HPS for vegging your plant? For that plant to be nearly 66 days old it looks really small to me, it is pure Afghan, but something is stunting the growth outside of it being pure Indica.
 
At the very top of the soil roots were showing they were a Greeny-yellow coulor since noticing not to long ago and putting more layers of soil on top. Was that a stunting problem? Is it going to recover I cannot notice anything else besides the tips of very few leaves are yellow.

How far is the light from the top of the plant in inches? Are you vegging with a 250W HPS? Algae growing on exposed roots, yes that could of possibly stunted the growth of the plant, which is indicative of overwatering, which could also stunt the growth of your plant.

that is so small for that age
What nutes do yo feed her ?
Whats the PH ?
What temp is your cabnet or room at ?
Change to flower when your plant is 1/2 the height you want it finished at
What fans are you running ?

Okay, super confusing, all you have to say is 250W MH, the HP part is for HPS, high pressure sodium, MH is a HID lamp though, high-intensity discharge. So now knowing you are running 250W MH let's get down to business. First, lower that light, it needs to be closer, I would bring it to 14" from the tops of the plant and drop it to 12" in a day or two after seeing how the plant responds. Next, how often you water is completely dependent on the plant. Since your light source is far away, and your plant is small, the amount of water it needs is very little. Normally I like to just stick my finger into the soil a little past my first knuckle, does it feel dry, wet, so-so? When I pick up the pot how heavy is it, does it feel light? Normally you want to let the soil dry out a bit before watering again. So just prepare up 1 liter of nutrient, 1 liter of regular water and keep it by the plant for whenever it feels a bit dry, and the pot feels a bit light. Then completely saturate the top of the soil, and wait again for the soil to run slightly dry again. Once you move your light closer the plant will start feeding more and hopefully use up some of that excess water. For now I would stop watering, move the light closer, test the soil with your finger, and make sure no exposed roots on the top of the soil. If there are, just bury the plant a little deeper. That should take care of the slow growth, and the potential algae forming near the base of the plant.
 
That plant is way too small for one vegging for 66 days, I'd switch to 12/12 now and hope for the best. I veg my plants for 28 days then switch. In my opinion something is very wrong. Could be you don't have enough light?
 
ya it does look small for 66days...most be the light is too far.

i also run a 250w and mine growing fast. day21 and looks little smaller then yours. i keep the light about 10-12 inches from the plant, and my small fun blows cool air right between the bulb and the plant to move the hot air away.
