mother plants will need much more light. But how much more depends on how big you need her to be. You can grow mothers with a 4ft fluorescent t-8 set up, but the plant will be "lanky". What you really want is a mother that produces tight nodes on the branches. This way the clones you take will also be tight as opposed to lanky things. More nodes in smaller space means more bud sites in smaller space, right.
Anyways, your clone lighting is fine, but for mothers and other vegging plants youll want to make sure that you have some much stronger lighting. At least a t-5 fixture, But I recommend HID lighting (metal halide).
I veg under T5 HO's and flower under a combination of MH and HPS. If you're on a tight budget, you can get by with CFL's, just switch from 6000K (best for veg) to 2700K (best for flower).
