Yes, you should clean them first. I have an empty plastic coffee container that I drilled 6 or 7 1/4" holes in the bottom of. I fill it with the pebbles and then let my garden hose run water through for about 5 minutes. The holes on the bottom allow the water to run through taking the dirt, debris and clay residue out. Works great.

If you have a large volume of pebbles you could use a 5 gallon container.... but don't drill the holes in the bottom any larger then 1/4" so the pebbles don't fall out through them. (you will lose some of the smaller pebbles and broken ones through the drain holes... but in my mind that's a good thing)
