Check out my ghetto setup Advise Welcome!!!

I'm new at this an just upgraded my grow area after seeing some other ones online. I know my setup is kind of ghetto but I'm living in one so who cares. I have two lights one fluorescent plant & aquarium 510 lumens 15 watts (I have no idea if thats good or not) and a compact fluorescent light 23 watts. The grow area is covered with cardboard with white paper. And a fan is blowing. I keep the lights are set to 18/6. I need advise on the lights are they good for the plants or do I need something different? Well check out the pics and let me know what you think.

do u see how your plants stems are really long, thats because it wants to get closer to the light. Move the light closer and try getting some more lights becasue what u got now is good but you are gona need more.

Thanks i moved the lights a lot closer. How many lights will I need? I dont have much money and only plan on growing the plants 12". I was hoping what i had was good enough.

go to like home depot and get sum 100 watt imitations ( they say there 27w but imitate like a100w) get like 2, i think there like around 7-10$

check my grow, its budget and a half. i got a savers grow room haha
