CFL on the floor bellow canopy

Take it for what it's worth, but it's my understanding that light is absorbed through the tops of the leaves, so putting your light below the canopy serves no purpose.
If you want to get more light to the lower bud site, hang the bulb vertically from the top of your box, where the ballast on your bulb is level with the tops of the plants.
That should put more light towards the center of the plants. You'll just have to rotate your girls, so that all side get their fair share of the light.

I miss the fckin like button... yeah what he said remove the reflector too, it's gonna cause more problems then it's worth. stay high
