CFL going HPS Energy Concern/Questions

Currently using about 200watts of 26w CFL's for flowering.

I was considering trying out one of the small 150W Mini Sunburst HPS Grow Light Bulb Reflector Hood w/ Lamp
So I figure 150 watts is 150 watts and that equal or less that my current setup so I should be good. Of course it couldn't be so easy...
I came across a poor review for this product on amazon. " Power factor of .6-.7
Requires 3.8 amps running and 4.5 amps at start. The ballast on this is very!!!!!! Inefficient!!!!!!!! That is 300-450 watts to power a 150w bulb."

Could this guy be correct?

I have only used CFL's and some low end LED's in the past. I thought HPS would be great to try just for flowering. That said, 350-450 watts on top of what else I have going is too much $$.

Overall the product has great reviews, which I suspect is due to the fact people have no idea or care how much energy it's using. This means maybe I can't rely on reviews, which brings me here to the experts! :D

My question: Is there an efficient HPS option out there for a small grow that only uses, at Most, a total of 300watts when including the ballast and bulb. The 150w or 200w bulbs are plenty for my size grow. For cost considerations I am more then capable/content making my own fixture, but if there's a better known ballast an expert could recommend I would appreciate it. Or perhaps just some things I should look for when considering ballasts?

I use the same 150 Hps Sunburst yes it's not efficient as it could be but that's all things built now a days but I am still learning about all this stuff but you really won't see any big jump in your bill...I think mine went up maybe 10 bucks month if that...If you want more efficient for your money is too go with 250 Hps and buy very nice ballast may help but for that your looking at like 200-400 dollars...I have a few ballast I got for free and the one that can any size light bulb 250w-1K is like 200-300 still when i looked it up so it is all how much you wanna spend on this really but for all built in one kit...The 150 Hps is still very good deal when you think about even if the ballast inside not the best just my thought hope it helps...
 
You can buy a 600w dimmable for less than $200, and it'll come with fixture, ballast, bulbs (both HPS and MH usually) and the ballast.

You can dim it down to 75 or 50%.

If that's still too high, buy a 400w dimmable for the same price, and you can crank it down to 200w.

Buy bigger than you need with the option of turning it down. Buying something small that fits now, and it'll end up in a closet unused when you do go bigger.
