carbon filter questions about min max CFM's

I noticed on carbon filter specs that there is a minimum and maximum air flow , what happens if you go slower ? I can understand moving air to fast the carbon can't scrub it in time , so is slow speed ,lower than the chart OK?
wouldnt the air moving slower over the carbon allow the carbon more time to absorb odors?
 
The carbon filter I use is rated 400cfm max and the minimum is 200cfm and I have a 6" 330cfm inline fan dialed down under 200 (around 160-175cfm) and it works like a charm. I think as long as your fan doesn't have a max cfm under the carbon filters minimum cfm rating its all good. Im thinking a fan that max's out lower then the filters minimum rating will struggle as opposed to a fan that is more than capable but dialed down to a slower speed. Don't think it has anything to do with the scrub effect but I could be wrong
