cannot get rid of thrips! using neem oil and other stuff

Been using neem oil and some other packet called 203 or something to get rid of them and neem kills them but they keep appearing. They were all over my cloner an i sprayed hell out of that and leaves are oily and plastic has layer of oily film on it and i think theyre off that but i care about the ones in my flower room. Theyre 16days in right now and leaves are all having poop on them and shiny film like stuff. Back side of leafs have black and light color dots everywhere like bite marks or something.

Tried to get what pics i could. Please help. Also, if i cannot get rid of them at this point how harmful are they to the buds/plants?

YEah that look like thripes hate them. What worked very well for me was spraying the plants with Fox Farm Dont Bug Me every other day. I just wish the stuff would work on root and fungus gnats.

Should i do one more neem spray when lights go out an ride this one out or will it affect bud any? After these done i can bleach both rooms and start new so they not there an now i know to neem occasionally to prevent. Its on upcomming week 3 in flower only.

was wondering if any of the leaves have straight lines burrowed through them then leaves start splitting at the line?.....I'm trying to identify my pest by damage markings as these fuckers are so small and I don't have a microscope its very difficult to discern what they are.......
