Canna pk 13/14 - timing?

IME canna PK1314 should be used at some point during weeks 3-6.
The plants denote when to use it.
I ALWAYS elevate levels of Ca and Mg during PK booster weeks. I increase Ca and Mg content by 0.2-0.4 EC.
Generally I find PK usage best on indica's around week 4-5 of 12/12.
On sativas around weeks 5-7 on a 10-11 week strain.
On longer strains again around week 10.
On hybrids somewhere between 4-7 depending upon when you see the first swell.

There's really no 'right time' to add PK13/14. In any case, both your questions depend on what nutrients (NPK Ca mg ratio) you are using at the moment. You could use it a little to change the NPK ratio but using it as subscribed even at lower doses than recommended messes up the NPK ratio into one not actually desirable for cannabis plants.

Aren't you running coco with canna coco nutes?
I always count my 12.12 time from day 1 of switch. Flowering time is different though.
The weeks I quoted are approximates as I don't use weeks to gauge its use I use plant growth.

The plants I was referring to are in 50/50 soil & perlite mix.
Basic nutrients: Canna Terra (Flores)
Additives: CannaBoost, CannaZyme, Rhizotonic
P.S. I was wondering if the first 7 days of 12/12 was counted as week 0 or week 1, because I'm at the moment 37 days from the switch and I'm worried that I might be late adding it. And for the fact that it's my first grow, I'm not sure.
