Link for ballast? Usually a product lists as 110v or 120v. Sometimes 100v or even 115v. Most will run on 95v-120v. It should be listed in the product sheet.
So.. More than likely 110v-120v is just standard listing and it should work.
Be sure to note your inrush currents for your all your gear also, don't let total inrush be greater than your 20a. Also max running at 80% or less of your breaker is always recommended.

make sure the ac is on it's own circuit, and probably keep the 1kw on it's own as well, shouldn't have a problem. service should be 15-20a per circuit.

If you don't have your system setup, now is the time to prebuild the room. Call up a few electricians and get quotes for how much to split a room. "My window ac keeps flipping the breaker when my surround sound is on. How much to get a dedicated breaker for it?" You could probably find a licensed handyman to do it too. That way you have 2 20a feeds to one room. Maybe even one larger 30a. Also shoot for gfci/afci hybrid. If too pricey, the very least gfci.
