Can I top my plant in a solo cup before transplanting it to a 5 gallon bag

Top before or after transplant?? They are ready for both!! Just don’t want to over shock plant!!

I topped one of my plants recently while she was in a solo cup and I had no problem, transplanted her like 2 or 3 days later. She was smaller than yours tho, your plants look ready to be transplanted. I ready on a couple of forums about transplanting and topping on the same day, I didn't do it but they said it was fine.
 
I don't think I helped you much xD, sorry I have very little experience. If those were my plants, I would transplant first and then top (a couple days later), since, in my mind, after you top the plant needs more space to grow her roots.
 
If the roots are vigorous go ahead and do both! It might slow it down a day or two but if you’re plant is healthy it will bounce back quick.
 
looks to me like you have them in clear plastic cups.

If that is indeed the case fuck topping right now and get them out of those clear cups before the roots get light.

Transplant is what you need to be worried about. Then top once its recovered from the transplant.
