You can flower them whenever you want. Hell, you can go 12/12 from seed. It's really up to you and what you're trying to achieve. Me personally, I want a nice yield. So if it were up to me, I would let them veg for another week or 2 before inducing flower.

That really depends on the strain and your skill level. Try to keep them as healthy as possible the whole way through. It also depends on how much space you have, so it's hard to give you an estimate.
But I would advise filling up your tent to maximize yield.
I've got a scrog net but wasent really sure how to do it lol will have to read up on it more
use LST or scrog to make an even canopy 3x3 foot and put the light about 15-18" away. 400 doesnt have as much penetration as a 1000w so canopy training is more important.
when you get close to filling the 3x3', switch to flower

guy knows what he is talking abought. yeald has nothing to do with plant count. its all abought light and area. you should be able to get half pound from a 400w in a 3x3 as long as you have a full canopy.

Strain depending, she may explode after flip but she looks indica dom so id give it maybe a week? Ive a super viny strain that I lst till before I flip n pinch the tops

Thats the beauty of cobs the spec that reached it is what it needs at that stage then they just fucking explode ive 850w in a 4x4
