Can I apply concentrated hydrolyzed fish & kelp to my ladies then water to dilute it?

As the title says.. For the sake of laziness could I apply a concentrated mix of hydrolyzed fish & kelp then immediately water afterwards to dilute it? Application rates go for approximately 1 TBSP per gallon of water. It's a 2-3-1 liquid fish & kelp mix. And the ladies are in 10 gallon smart pots in organic soil.

I would mix it with your water, otherwise it's not going to be evenly distributed.
