Can flowering fail half way?

Hi Guys,

I have two plants, one is 160cm and one is 100cm, I started flowering them at the same time about 5-6 weeks ago.
The small looks awesome, the buds are thick, and there are plenty of red hairs and a more crystally appearance

However the bigger one seems as as if it's struggling, there are no signs that it is unhealthy, but I can barely see any improvement in the buds, there still tiny, could the plant be too big for my shitty 250W CFL?

Are they the same strain? Also, is there any possibility of a light leak affecting the problem plant?
 
Both plants are in a wardrobe next to a window that has a black plastice bag covering most of the window, and the curtains are drawn. I can guess very small amount of natural light would make it into the room, would that effect the plant so much?
Also do normal house light bulbs affect the light cycle?

If the wardrobe isn't light proof then there is a chance that the light schedule is being interrupted, and yes, a household light can be enough to do this.

Are those plants the same strain? The first one looks a lot more indica than the second, which could be the cause of your issue (some sativas can take a long time to flower, whereas indicas tend flower much quicker).
 
They're both the same strain, got the seeds from sensiseeds, they're both skunk, I didn't think that house lights had much of an effect. I'll keep that in mind, do you think I should just give the big one all the time it needs?

The small one(first one) looks like it might be ready soon, what do you think?
