Calling all Herb Doctors!! I think my babies are getting sick w/ Pics

Hello yall! this is my first grow if you hang out at all in the Newbie Section you might have seen my thread there, but anyway my plants are on day 23 since germination and I have 5 Fem White Widows growing. I've noticed one of my plants has not grown with the rest and it almost seems like it is shriveling up if that makes sense?? Also on another one of my babies there seems to be something wrong with the top of the plant, this is the one with the close up pictures. Also posting pictures of my setup just incase my light may be too close?? Any help is greatly appreciated!! setup is 400W H.I.D. w/ MH bulb, FFOF soil in 3 gallon pots, no nutrients being fed currently

and the white stuff on the leaves is dried up 3 in 1 pesticide,fungicide,miticide I used on it a few days ago
 
does any of the other plants have that white substance on it. It could be mold. I have a plant that is growing that looks just like the one in pic#4 theres nothing wrong with mine I think its just a genetic thing or a funny seed. My plant is also in FFOF. You said you are using nutes did you wait the 30 days before you added nutes. The reason I ask is according to FFOF it has enough nute in it to last 30days not saying you have to wait this is just what I do unless I see a reason for nutes.
 
Ya the white stuff on the leaves was from a 3 in 1 fungicide, pesticide, miticide. When I sprayed it on the plants it was a very milky looking liquid and when it dried it looked like the white spider web stuff that is on the leaves now. I don't think I'm going to use it again it kind of freaked me out when it dried like that. As for nutrients I am NOT using them yet I have just been watering them with 6.5 PH water. Just want to paint a clear picture hah! thanks for the speedy response!!!!
 
top growth looks over-watered, but the bug spray is the wild card. it may be a protest by your plant....lol. if wet......dry out. if not. wait it out. every geno and pheno act differently in the face of bug/mold/etc. sprays. imo
