BURNT YELLOW BUDS EARLY FLOWER! HELP!!

Okay so, I have been experiencing burnt buds and brown burnt hairs every single room in early stages around week 2, it is very consistent and has been happening every single run, I have adjusted co2 in many different ways and even turned it off fully before and never fixes it, I have lowered and raised lights, lowered temperatures and humidity, I have changed up my nutrient mix and nothing seems to work, I run the same genetics and mix at other facilities and everything works fine, it is only happening in this facility and I am lost, j have been growing for many years and know how to fix problems usually, always around week 5 the hairs start to burst out and the buds finally start to grow, but in weeks 2-5 there is zero hairs whatsoever, just pale yellow growth and brown hairs, but the plant is perky and looks healthy.

If you are only getting this at one location and your others are growing normal, it stands to reason that something is different at this facility. Is this a hydro grow? Are you using tap water from different sources? My initial thoughts are a difference is water quality but the point is, something is different. Sorry if that is not helpful, you are probably already aware!
