Bug id and attack plan

found on a few seedlings, need id so i can formulate an attack plan. can try for better pics if needed.

looks like a thrip nymph from my quick research.

if thrip maybe neem+soap attack before going down the spinosad route?

I think...I think it's an aphid ( doesn't really matter).....been there. I would cover up soil 1st thing , then try washing/spraying off. If that doesn't do it , what I did was to spray with a slurry of food grade diatomaceous earth ( used for arthropods ) That DE is great shit,
I have a little 1.5gal Chapin sprayer/mister......15$..........if ya do this , ya gotta keep shaking water/DE slurry or else hose will plug.

That looks to be a russet mite. The really suck. I would use 35%isopropyl alcohol with a touch of castile soap spray on them now. Then search for something with a residual killing property. Or get some predatory mites. Or both. There's several things available.
 
looks like a russet. What are the symptoms? Thrip damage is pretty easy to spot.
looked like little white spots on the topside of the seedling leaves. admittedly i didn't do too much inspection after seeing the creepy crawlies in the microscope, straight to the trash. probably shoulda got more pics. at this point just trying to save one keeper cut that i cant replace.
