Bringing back stressed out veg plants

So I had a friend who was in the process of moving while having a decent sized grow going on. Needless to say he was very stressed out and his veg plants got neglected, it looks like they were underwanted and some are limping. They were most definitely under fed for some time. He has some really nice genetics and asked me if I could take them all and revive them. I know I can get them back to a healthy point, but I am wondering- if I can get them back to a healthy point, should I just take cuts from them and cull them or flower the hurt up plants? Im taking cuts either way. Just figured they might give me issues in flower from being so stressed in veg so figured I'd be better off just culling them after taking cuts.

i'd get them healthy for 10 days to 2 weeks and then flip them to 12/12.

a bit of kelp foliar fed would probably do wonders. or even superthrive.

I dont have any pics of them. They're like 12" at the moment, in small 1 gal plastic pots, so I think a transplant and a few weeks of some TLC will get them back to proper, then I can take cuts and get my buddy some fresh cuts once he settled and ready to start up again.
