It's not just about using "red" or "blue" - it's about using precise wavelengths (nm's, nanometers). Plus, Chlorophyll-A and Chlorophyll-B both have different absorbtion spikes for the wavelengths of "red" and "blue", so you will need at least four different wavelengths of LED's.
Then there are the other essential pigments which require thier own specific wavelengths of light - but I wont get into that! do you see where I'm going with this? The point is, you need to do a lot more research about growing with LED's.
The real bottom line is - you don't need any lights in a germination box!
