I'm looking into a couple different brands of bloom nutes, the first has a NPK of 15-30-15, second 11-35-15, what's the best ratio?

the 11-35-15 would probably be the best flowering nutes bloom nutes same thing whichever you do decide to go with make sure when you start feeding them start off with a quarter of the recommended dose. Ive never used bloom nutes with that high of npk ratios i use a 2-8-4 i think is what the tiger bloom is but im done with synthetic nutes and trying to grow all organic. seems like it could be more of a challenge.

the 11-35-15 would be best of those 2. May develop an abundance/overload of nitrogen down the line though.

i would STAY AWAY from double digits! not needed, wanted, or appreciated, by our charges. i was using the foxfarm regime. i did ok. nice sized colas. but near impossible to flush as good as i liked, and, often the plants would tell me, "slow down the nutes!" lol. currently i am on my second crop, of canna vega for veg, and flora nova for bloom. both are one parters, and both have low numbers. the plants really like this stuff. i think they are doing better, than if i were douching them with ferts. lol. i may add one additvce to the flora nova, justs to see....oh. flora nova is by gp. read up on it. good stuff.

There's no reason to stay away from double digits, you can just water it down more.
