i find this untrue.

i got my hands on a 7 ft plant.. that only produced a little more then a half oz.

to an extent.......yes. A 2 foot plant under 600w of HPS will yield more than a 5 foot plant under cfls. But all that is just common sense now isn't it. A plant is only as good as it's light source.
