Best way to mail seeds from US to Mexico?

I wanted to send some seeds to my friend in Mexico so we can grow them together once I'm down there later this year.

Anyone know the best way to mail seeds?

I was thinking of taking them with me on the plane, but was thinking by mail would be less risky.

Wasn't sure which carrier would be best (USPS, DHL, etc), and how to package it so it wouldn't get opened. Not looking to send too many seeds, maybe like 10 or so.

It will be soon, but bringing seeds still isn't. And Mexican cops aren't fun to deal with
Ya, can you say corrupt. Holy shit man. We had some harass us and search my car, and they found a couple switchblades we just bought in Downtown Tijuana. They confiscated them and told us they were illegal. I told them we just bought them. They are in a bunch of shop windows downtown, so WTF. Anyways, I went back and bought another one and just hid it good in my cars console. I still have it.

Tijuana's crazy. Sucky sucky, 10 dollars, every few yards, lol.

Funny, exact same thing happened to me in Mexico with a pocket knife, cops even threatened to stab me with it to prove it's dangerous (I was saying I used it as a tool, which I did, for fishing and stuff). Later I heard if the blade is less than 4 fingers long, its legal. (Was less than 4 finger lengths long)

So I know it sounds paranoid but figured it would just be less headache to mail some seeds than carry them on me.
