Best time to water flowering plant

I've been flowering for exactly 3 weeks today and haven't really had a pattern on when to water. Basically, I've just been giving it to her when she's close to dry. I've learned to water less during flowering to increase potency but haven't had a specific time a day to be doing it. I'd water during day cycle and sometimes during night cycle. When is the best time to water the plant? Absolute, bar none, best time? Thanks guys.

that's what he means by 10 percent runoff. keep watering until 10 % of what you give her comes out the holes on the bottom
