just curious i want to start my 1st grow desperately but want to know for 4 NLxWW what would be the best light solution for 200- 250

Then get a philips allstart 330 cmh. Keep the cheap hps bulb as back up. The cmh pulls 330w plus 5 -10 watts extra from ballast too. The cmh runs cooler than a 250w hps and has higher par (umole/s) than a 600 watt hps.
You can swap the reflector for a vertical mogul . Grow taller plants vert style get larger yield..

Just make sure you have all your other factors included too. Like how to deal with the heat that comes with whatever light you buy, etc., etc. My fan cost more than my lights did! You need to determine how much space you are growing in to determine how many lumens you need to fill that area. It depends on how big or small you wanna do this. I suggest you read and read and read. Then read some more. You will save $ and time and headaches. You may very well know all this shit, but I don't know what you may or may not know already being it's your first grow.
Although a switchable/dimmable 1Kw would be my choice, the OP seems to be on a budget, so like others have said, heat will be a major concern with such a lamp (even running @50%).
To get started for under $200 without having the heat issues, a Blackstar 135w UFO LED is a good choice. You can then flank with a bunch of CFLs for even more lumens.
However, that isn't much light if you veg for a long time. If you have the heat/ventilation issue covered, go with a 1000w air-cooled dimmable HID, otherwise, I'd recommend the LED.

I would recommend making sure to include at least ~180 bucks for a carbon filter and fan if you dont already have one... and a sealed grow environment like a grow tent (as cheap as 100 bucks for a nice one).
the 1000w HPS is probably best value... you can get 1000w hps ballast and reflector for as cheap as 130 bucks new.
other nice additions would be a clip on oscilating fan (15-20 bucks)... air intake fan (20 bucks.. box fan, dryer booster fan, couple computer fans...)
total: about $450... approx 50 bucks a month electric at 12 hours a day.
1000w HPS is possible to get you a pound a harvest... even 2 lbs.
or you could get a 400w HPS/MH with digital ballast and reflector for 120 at TheLAshop

A 1000w plus another 100w in fans at Edison rates would be $130 a month. 1100w x 12h x 30d / 1000 x 0.33kwh
2 cmh's will match or beat yield depending on method of a 1000w. For less watts and run much cooler. They are open reflector rated for having a quartz crystal coating. I used to have a 1000w then switched to 2 CMH allstarts. After that I would never go back to hps. CMH produce far better quality than hps.

You're growing 4 plants now....but what about in the future? I started out thinking I'd only grow 2 plants total....well, 10 months later I have 16 plants going. If you're going to do a bunch of growing, consider having an area for veg and a bigger area for flower that way you can flip your plants much quicker. If you go this route, get a T5 HO light for veg, and a 1,000 watt HPS for flower.
Someone mentioned ventilation and that always seems to be overlooked by new growers. If you go with MH or HPS you'll need some sort of way to remove the heat. I found Easycool 6 sealed light fixtures on Craigslist pretty cheap and are worth the money as long as you have a way to vent them out of the room.

Go to Amazon, they have some nice 600's for that price, which should serve you well.
