Best Light Option for Rooting Cuttings and Maintaining Clone Donor Mothers???

I'm looking for a multi-purpose light.

It needs to be suitable for rooting cuttings, above a propagator,
and for giving enough light to keep Clone Donor Mothers healthy
and in a stage of perpetual Vegetative growth (minimum photoperiod of 18 hours per day).

Would two 24wT5HO flouro's be sufficient
or should I opt for more power from a CFL???

These lights will never be required for flowering
so I know that I need blue (6400k) spectrum.

Their most important job will be to keep Clone Mothers healthy.
If I stop perpetuating clones from the same mothers
I need to keep the genetics alive
in the form of a few Mothers.

Suggestions welcome
