Best Light Height for Young Seedlings

Hi, new to the forum but been reading for a while, got a couple of quick questions for you knowlegeable lot.
I have a Small Budbox(75cmx75x100) as my nursery, and have just germinated my Black Domina seeds, planted them in peat pots when the tap root appeared and left in my heated propagator for 2 days. The roots are coming through the pots today so they have been planted in 1.4litre pots with the soil all the way up to the leaves for support(buried the peat pot and majority of the stem). They seem to be growing at an extrordinary rate and I am a bit woried it is because they are stretching for the light. I have a 200w CFL(daylight blue spectrum)with a closed end Sun Mate reflector(top of the range) positioned approximately 2feet above the young seedlings. My questions are 1) what is the ideal height the light should be above the top of the young plants(I have eazi-rolls to hand but it is fixed at the moment) and 2) How tall should the young plants be before sprouting their 2nd/3rd set of leaves?
My set up is good, ventilated, good temp/humidity, just trying to tweak to get these Dominas pefrect and am unsure of the correct heights, thanks in advance:peace:

Your CFL light (and I hope you have more to use after the seedling stage) should be kept about 3-7 inches from your plants. I am using (6) 4' T5HO lights and I keep them just over 3" away at all times... sometimes that means having to be creative as a few plants will grow quicker than others... but that's for another time

Thanks for the reply, I have a xxl Budbox with two 600w hps for the final veg and whole flowering period, just a bit cautious and new to using Envirolites and didn't want to burn my expensive seeds :blsmoke:
