Best cheap soil from any hardware store?

Whats my best option for like $10 a bag. In Canada btw

Ace Hardware organic compost with manure. 2 or 3 bucks a bag. It's not a "complete" mix but it'll do for the price. Mix in some moss for drainage and check the PH.

Mix in mushroom compost 50/50 it's cheap too
