Ok dude here's what you want...I know because I've been working on a basement setup thats less than 100 square feet so we're in a similar situation..
You want either Excel air AC (from Canada) or a mini-split ductless AC solution. Mitsubishi makes some retardedly energy efficient ones that will be super duper cheap to run and you get the $1500 Economic Stimulus Tax Credit if you pick the right model number due to the energy efficiency of these units.
The one I'm getting is the Mitsubishi MSZ-FE09 (wall mounted indoor evaporator) with the MUZ-FE09 (outdoor condensor) 9000btu heat and cool with dehumidification, negative ion deodorizing filters and iSee technology to eliminate hot spots directly.
it qualifies for the $1500 tax credit so we're getting a great deal on it.
mini split(ductless is the way to go, a 9,000 btu one off ebay comes with everything shipped for under $500
it is 115v and can be hooked up by just about anyone.
That's an air cooler though; uses low humidity climates to create humidity which cools a room a few degrees. You dont want excess humidity in flowering.
