Begining to Hermie or No? (Pics)

The main reason why I think maybe not is because there are no "clusters" of these little ball things. They all follow the same patter, exactly 2 on each side just like pistols would start. And plus they are mostly all in the MIDDLE of the plant (maybe they are trying to start buds but just aren't getting enough energy because the tops are getting most attention?) It's the same pattern, at each and every single node there is exactly 2 of these little things. Are these male parts or just the beginning of little buds that won't ever develop?
