been three weeks and no sign of buds?? some help

its been 2 weeks and 5 days since my plants went into flower i transplanted them into 5 gallon buckets i give them nutes every 3rd watering there on 12/12 with 15 cfls each 27 watts what can be the problem:sad::sad:
 
It could be a number of things. Im sure you have investigated whether or not there could be a light leak.

That being the case then are your plants mature enough to flower? look for alternating node growth, if you cant find any and your growing an indica you might want to veg a bit more.

Is there absolutely no new growth in the branching area's of your plant? or perhaps some young preflowers?

theres alot of growth there getting huge the little tiny leafs are growin the problem is a leak of light i got now thank you
