Ballast problem?

I just bought a ballast and a light off ebay and it won't light. I'm not sure if the ballast is bad or the light is bad. the bottom mm lights up for a second and then goes out. i think its the light but im not sure

Same thang here. New ballast & bulb. Comes on for a few seconds, goes off for 60.
I'm gonna let it cycle for awhile, see if it clears up.
