Bad seeds?

I started some seeds using the cup of water method. Two of them cracked but the root tips did not come out. They cracked just enough to barely see white through the crack. I took them out and put them in a moist paper towel to wait for the root tips. Three days passed and they have not changed.

Make sure they are MOIST not wet and kick up the heat a little bit. Seedlings and clones usually like a hotter environment than full grown plants. (75-85 works best for me) If that doesnt work, try again lol.
