Australian outdoor grow

Hey really newbie question but.... My plant isn't even at 1ft yet and it's already smelling strongly like weed is this ok and normal for veg state it's a outdoor grow

Should be fine as long as it hasn't started flowering. Look up some pictures so you know how to tell if its flowering if your not sure.
