My understanding is that during veg, the plants need more nitrogen than phosphorous, and during flowering the plants need more phosphorous than nitrogen, is this true?

Well since the plant is already not using all of the nitrogen that you are feeding it and probably needs more phosphorous than you're feeding it currently. switching it over wouldn't hurt the plant too much.
