Are They Just Slow

Ok guys. todays day 10. They slowed down growing 3 days ago or so and the bottom set of leaves are yellow. i noticed roots starting to come out of bottom of peat cups and thought is was time to transplant. transplanted to 5 gallon buckets 2 days ago and they have been under a 400 w metal halide for 4 days now on 18 and 6 light schedule (28 inches away). no nutes yet but im wondering if i should start. i have fox farm soil trio. the 4 individual pics are of today. Their only an inch or so tall. The soil in the buckets is dry down to the first 2 inches or so now. the 20 gallon potting soil, perlite/vermiculite, mushroom compost mixture was moistened with 2 gallons of 1/2 strength grow big ferts. the 2 bag pictures are the potting soil and mushroom compost bags. i did 1/3 of each splitting the vermiculite and perlite 50/50. the other 3 pics are how they started. in peat cups wit 2 100 watt 6500k cfls. no water since. PLEASE GIVE ADVICE
