You are going to have to use a shit load of those. Maybe you should look into something like this http://www.urbansunshine.com/feliz-125-watt-2700k-compact-fluorescent. They are just big CFL's and they work way better than the small ones. They run like $35 for 125watt and like $15 for the plug. You dont need a ballast or anything but the bulb and a plug with a mogul socket. I have them running next to my 400watt HPS/MH.

Well I've been growing with a 23 watt clf and a 13w clf and a 4.5 watt led and its been going fine these are two 16 watt cfl spot lights

No way near enough light to flower with, unless you just want an 1/8,per plant.

Woah, duder. You are gonna need more light than that. Could you survive on a spoonful of food a day? Yes, but you want be very healthy. Same with your plants.
