are these eggs or fungus? pics

Plants are outdoor, about 8 feet tall, and these weird growths are working their way up. Branches are losing leaves and only stems left behind. I cant tell if it some kind of bug eating them, or if it is sone kind of fungus.
I would appreciate any help and I thank you for reading this.

Scale insects?? I can't see them too well.
