Are seeds legal in the UK but illegal to germinate?

as far as importation, that's a bit tricky, as even though the seeds aren't illegal, your country might have laws which makes the importation of live cannabis seeds illegal.. that's the way it works in canada, i'm not sure about the uk though tbh..
but why order from holland if you live in the uk and have to deal with customs? there's tons and tons of places to order right in the uk that i'd use before going else where..

What kind of problems could you be faced with if customs confiscates a letter addressed to you with 10 or 20seeds (which are not illegal to possess)?

most of the time, buying from a seed bank, imvho, you're going to get fresher seeds than if you bought them straight from a breeder, simply for the fact that seed banks tend to sell wayyyy more beans than a breeder does because most breeders won't sell to a lot of countries, and most banks will ship world wide. all of those you listed are pretty reputable from what i know.. check out the attitude, herbies, single seed centre, cannazon, and a few others..
as far as customs, idk how that works in the uk, but here in the states, we get a letter telling us we've been bad boys, and that's about it.. it's really not a big deal..
