Anyone know why there is a current moratorium on occupational/key badges?

I have a friend who told me there is a moratorium essentially on issuing new badges. She was looking to get a tender position and I am actually considering getting a key badge just in case an opportunity arises. I was thinking of calling the office in the springs, but thought I would ask here first.
