Anyone here ever grown a really low potency plant?

im just asking because all of my grows have come from bagseed, and theyve all turned out amazing, weed thats way better than the bag i got the seeds from, so it seems to me maybe potency is determined more from the amount of individual care i can give my plants versus a large commercial outdoor crop. im sure genetics has some role in it ive just never gotten any seeds through customs unfortunately
