ALL NEW Equipment, need carbon filter/ventilation HELP!

Hey guys, glad to be a new member here on the forums. Just got my new tent and have it setup in a big closet in an air conditioned house. As of right now, I am only use high wattage CFL's, but my 1000watt HPS/MHS comes in on monday. First question... I built a carbon filter. The carbon-filter-wrapped chicken wire is filled 4/5 full with activated carbon and I have an inline fan at the top of the hose (sitting inside the attic.) My carbon filter, as you can see in the pictures, is hanging down inside of my tent and air is being sucked through it up into the attic. The problem I am having is it seems that all of the air is being sucked through the top 1/5 that isn't filled with activated carbon. I see most people have their home made carbon filters on the outside of their grow room, but I don't see how that would work in my case. I don't have hardly any smell in my tent area, but if I smell the air being sucked through the inline fan, it doesn't smell like its being scrubbed very well (its going through the carbon filter, but not the activated carbon.) Does anyone have any advice for me? I was thinking of trying to duct tape around the top 1/5th of the filter to force the air to be pulled through the activated carbon, but I don't know if that will totally cut off my air flow... I guess I just don't understand why I keep seeing people with their carbon filter mounted directly outside their box. They must obviously be using a fan on the inside and blowing air through their carbon filter, instead of sucking it, but I don't see that being effective (plus, I'm venting my scrubbed air outside, not into the same room my tent is in.) Is my setup right, but I just need to tape up the top of my filter that isn't filled with activated carbon? Here are links to larger versions of the pictures:
