abit confused

ok im 5 weeks into flowering. im using FCL & LED's im abit confused because my top buds aint getting big they look quite small and the lower buds are not even buds but white strings. what can i do 2 make then become buds and how ca i get my main buds BIGGER?
Ive got a FCL Bulb on the lower buds for the past 2-3weeks but they aint getting buddy?
can some plz explain.

check for ph. i always do fine without giving a shit about ph until week three of flower. they do great until then. they then refuse to rightly plump up. I am now hip deep in solving that. If you dont fix it now and it is ph then it will get a lot worse fast. With ph P and K are only available at a narrow band for soil or hydro.

what is a fcl?
and hw many leds?

CFL I'm sure.
I'll bet you simply need more light but you'll need to put up some pic's & give us the particulars on your grow.

i dont know if this helps but im using lampak 20-20-20 formula its a water mixed type. i heard on a forum and other sites that people use 20-20-20 all the way through to the end. is this ok? or is this the reason y my buds aint getting BIG

No one can diagnose a problem given just one aspect of your grow - we need the full picture to even come close.
Lighting type, wattage, distance from plants.
Nutes, dosage & frequency.
Soil/Hydro etc...
Ventilation
Temprature
Strain
Length of veg, length of flower

There, lets start with that & see where we go.

i assumed it was cfl, but thought id better chek just incase there was some new light thing out.

im usein a 2ft 18watt flursecent red n blue hydroponic growboard from china its on ebay, LED QTY: 225pcs, blue (60)/red(165)= 225 total, blue light wavelength: 460-465nm, red light wavelength: 650-655nm, 14 watts plus x4 250v stick bulb (clf). i keep them 2-3 inches away from the plants, my temp in my grow box is 26-26'C. the strain is indica/saivia its did say on the pack 8-9 week. i veg them for 8-9 weeks and they are now 5 weeks into flowering. ive got a fan on the floor to blow air upwards. im using chempak formula 20-20-20 wich i use 1s a week and just water every 2-3 days when soil is drie. i hope this helps

OK here my other PROBLEM 1 of my bulbs fell on the 1 of my branches and burn the twick with a bud on it. i had no choice but the cut that 1 branch of. now im scared of what it may do my baby she has 6 main colas and i dont want 2 @*$$* them up plz advice me.
i did hear the cutting some of the lower branches stresses the plant to concetrate on the main buds, is this TRUE? and whats going to happen to my baby. here a pic of my broken CHIESEL

Your set up sounds pretty good, but you have me with the CFL/LED thing - not my forte, but everything else sounds as it should be.
If I was forced to guess, I would say light intensity is the prob with the buds not forming as big as you would like.
As far as the broken branch, don't sweat it - not a big deal, she will recover from that.
