$700 budget first grow, what should i get ?

I live in an apt, could use closet, or tents, hydro or soil ? trying to keep it under $700?
hoping to produce some decent buds . I can also get mother and clones from my shop, or even seeds, a little info to point me in the right direction would be awesome!
