650 actual watts or equivalent watts ? When you say blue spectrum, do you mean 6500k ?

im looking at the bulb and it says 65W 120v and the top of its tinted blue

I doubt that bulb will do much of anything but get a seedling to grow a few inches or so in the vegetation stage.
