I have 6 clones all at a foot long the mother is 6 weeks old I was wondering if they will be able to put into flower they are in 3 ltr pots have been veg for a week any advice appreciated

When I used to grow in a tent I would flip when the pot and plant were 21-24 inches tall

I can't go above 5ft due to room and they are sativas so they will stretch abit more wonth they

The side branches reach for the light and become the main tops

You can flower at any height but obviously less veg time generally equates to less yield. I'd pinch the tops off, veg a bit longer and allow room For them to stretch 3x their size in flower if they are sat leaning. if you only have 5ft to the light I'd flower short and bushy.
