600 w vs 400 w in 2x5x7 ft closet grow

ok So here is the deal i am smack dab in the middle of my first grow (16 plant eb and flow hydro system utilizing an ebb and flow w/ 25 gal resevoir) and an aquaintance whom has been doing this for years said my plants are not getting enough light (from a picture that was sent to him) Right now they are under a 4ft 3 light t8 fluro fixture hung quite low, i had already come to the conclusion that before flowering i was going to need better lights so in my initial research i settled on a 400 w mh/hps set up. TO me this seamed like it would provide enough light in my relatively small space and liked the advantage of having the hybrid light set up. Another plus was i figured that i wouldn't need to air cool the unit. But lately the more i have researched, it seems that maybe to get big beautiful buds i may need more light than that for as many plants as i have even if it is sea of green type of deal. So what do i do? Right now i am considering these 2 units:

Which is better for me. I cant spend more than around 200 which makes the 600 w mh/hps out of price range. Also i will not be able to run ventilation out of the house to cool the lights so am nnot sure if it is possible to cool them without outside ventilation. Any advice on this matter would be greatly appreciatied. Also if you know where to get this equip for cheeper please let me know but htg has been the lowest prices that i could find.

400 watts is going to put your temps well into the 90s. You'll have to ventilate, but you could get by without for a while if you could leave a door open and aim a fan at it. 600 watts is a definite no-go.
