6.5 x 5.5 Room help - newbie

I have a room I'm considering setting up for my first run. The room is in a basement (1/4 of the room above ground)with cinderblock walls and a concrete floor. 5.5 ft width x 6.5 ft length x 7.25 ft tall. (room has a slightly bigger footprint but wanted a little room to work) the winters get to around 10° F here in winter and 100° F Summer outside. I will need to use a Carbon filter in this area to limit smell from neighbors. there is already a venting window set up to push air out.

I'd really love to get some input on what lighting to get. For now a cheaper option would be great to get started on my new hobby. But saving to get a decent setup really wouldn't be a big deal.

Any suggestions for a noob would be great. Been looking at growing Humbolt Seed Org- Blue Dream, Dutch Passion- Lemon Zkittle or just going deep on Ocean Grown - Alien Rift/Ninja Fruit.

(I was looking into just filling a 3x3 or 4x4 but I though why not use the space? Help a new hobbist decide.)

Basements are obviously cooler. I would measure the temps down there for a while so you know what your dealing with.

I would probably get myself a 4x4 tent to start and a 600w HPS and additional MH bulb. A 6" extractor fan and a quality 8" filter.
Enough ducting to get your heat out of your room and a 8-6" reducer for the filter.
If cash is tight i would buy second hand everything except the filter and spend everything i save on the filter.

When you have run a harvest or two you will know where your at with your environment and will be able to afford to expand if you want to.

Tent is not essential but i like them as it provides an extra layer between your grow and the outside world, both for security and environment purposes.

A 630W CMH DE will fill a 5x5 room quite nicely for say 4-10 plants, there is also a pretty sweet 600W Ceramic HPS fixture from Eye Hortilux with a couple lamp temperature options available. You could also go all the way to 750 or even 1000W and switch lamps out as you go/grow. If you're interested in LEDs there are a ton of options available from 400W to say 1100W. Growers House has a neat Tent Configurator that can give you some nice complete options depending on the grow media and lighting style you choose.

Enclosed 300 Sq Foot Room in Basement

- - Dehumidifier/Humidifier/AC/Heater will run in this space to control passive intake from bottom ports of tent ran through a filter screen (like a house filter ect)

- - Inline fan, ran in tent above lights, adjusted to needed cfm and vented through carbon filter -> directly outside of the house.

This is what I’ve come up with so far that im comfortable spending some months saving for. What would you guys suggest medium wise, I like the idea of living/Organic soil but it isn’t realistic for me right now.

That in mind I was thinking about doing a 4 plant scrog (unsure pot size) with either fox farm basic 3 nuets or the trial pack from Nectar of the Gods line. Starting seedlings in a Happy Frog soil (Rapid rooter -> ½ gallon plastic pot -> 3 gallon Fabric pot -> 7 gallon Fabric) when transplanting to 3 gal I was going to use a 50/50 mix of happy frog and ocean forest. When going to 7 gallon I was going to use 100% ocean forest.

Anything I haven’t accounted for?
