Lights will have to be an HPS/MH setup, using both types of lights.
Soil is basicly what you can get that you want to spend money on that isn't crap soil. If you have a few bucks then i would suggest getting some sorta package that has everything from soil to nutes...foxfarms is good for that.

if its yield u want soil is not so much a problem, it will be the lights you gotta worry about. a decent yield is gonna take at least a 400 watt hps or mh.
